Traumatic Brain Injured Children

I have a student that is presently in the third grade. This student is traumatic brain injured. I have not been able to teach anything to this child. We have worked on trying to learn the letters of the alphabet and numbers to ten for the last two years. The student's I.Q. is approximately 42. This was from the test scores at the previous school. I am at my wits end on what to do for this child. There is also a severe speech problem. The speech therapist is having the same difficulty that I am. We don't have any more ideas on what to do. If anyone has a suggestion, please let me know. I need to help this child. Thanks.
