Special Education with Primary Is it better to withdraw from normal class or for the teacher to go to the room?

Hi I am a fourth year student in Sydney, NSW. I am looking for any information on whether it is better to withdraw students for Special Education rather than keep them within their class. Anything will do! Please reply as soon as possible.
